Running and spent are separate states

Inspect Admin's running and spent ability status, five running bank RAM and one refreshed bank RAM, then press Continue.

Why this matters

Admin is sideways (running), and its ability is used up (spent). To use UPGRADE again, Admin needs to be refreshed (upright) and its ability needs to be available. Refresh makes it refreshed (upright); reboot makes the used ability available again. Both happen at the start of your next turn. Other abilities may have different costs.
