Refresh makes bank RAM available

Inspect your one upright bank RAM and the RAM attached to each Virtual Kid, then press Continue.

Why this matters

Initialize starts with System Check, then Refresh. These have already happened automatically. Your bank RAM is now upright and ready to spend. Each Virtual Kid still has one RAM attached; those two RAM cannot pay for another card. Next comes Draw / Install.
